Q: What is a good wheel to start with? I can't afford a $1500 wheel (I assume sure it is great). My budget is $100-$200 for wheel, pedals and some force feed back.

A: G27 is the best wheel, pedal, and shifter combo for the money.

One of the biggest performance gains you can get (IMO) comes from the use of load cell brakes. The Fanatec CSR Elite pedals are (I think) the cheapest pedals that use a load cell brake. They are 150 new but you might be able to find a used set on EBay or Forums. If you do some searching you might be able to pick up a used DFGT or G27 wheel and the CSR Elites for close to 200.

If you don't trust used equipment then I agree with Daniel that your best all around wheel/pedal combo in that price range is likely the G27. I went from G27 wheel and pedals, then swapped out the pedals with the CSR Elites after about a year. The G27 wheel and CSRE combo served me well for about 2 years. I recently upgraded the wheel to the ClubSport V2. I still like my CSRE pedals and will likely hold on to them until they fall apart.
